Preparation of the end-of-life of an industrial facility
Every industrial facility must be well prepared for its end-of-life, oftentimes even before the construction process starts. The circular economy in the construction industry seeks to build a stable and closed system that optimizes the flow of energy, material, water usage and resourc- es, minimizing waste and promoting recycling activities.
All facilities and structures should have a Demolition Plan prepared well in advance of end-of-life: a formal document that provides guidance on managing the risks associated with demolition work by following a systematic process.
This audit should include a detailed inventory of every component of the facility, helping to identify the cost-effectiveness of deconstruction vs demolition.
This process can generally be divided into distinct phases:
- Desk-top study: assessment of existing information available, original building documenta- tion, drawings, manuals, as-built information, historical incident information, and mainte- nance protocols.
- Field survey: site visit by the auditor or agent to observe the characteristics of the site, identify waste and potential risks, take preliminary measurements, collect photographic evidence, identify and classify the primary risks associated with each structure, and note the anticipated remaining life-span of critical infrastructure.
- Inventory: Each type of equipment, machinery, structure, and material in the building is identified, quantified, and assessed, taking carful note of its condition and method of instal- lation, if identified for possible salvage.
- Management recommendations: of the equipment, systems of work, and sequencing, based on previous observations, legal and health and safety requirements, environmental impact, and other features.
A detailed inventory of the whole industrial facility should contain the following elements as a minimum:
- Large Machinery and equipment
- Buildings and structures
- Materials and wastes
- Cost estimation
- Demolition planning phases
- Team involved
- Impact on the surroundings and local communities
- Documentation required
- Legislative requirements to meet end-state conditions
- Recommendations for optimization
