EU publishes key support package for energy efficiency in buildings

The European Commission has unveiled a comprehensive package to support Member States in implementing the revised Energy Performance of Buildings Directive (EPBD). Aimed at reducing energy use by 11.7% by 2030, the initiative is a major step towards the EU’s Green Deal objectives, strengthening energy independence, lowering utility bills, and boosting competitiveness in the construction and cleantech sectors.

The package includes a Delegated Regulation on cost-optimal energy performance levels, an Implementing Regulation for consistent EU-wide data reporting, and a detailed Guidance Document with 13 annexes, which are designed to help countries transpose the directive into national law by May 2026. With 75% of EU buildings deemed energy-inefficient, the demolition and construction industries are key to enabling this transition through renovation and selective rebuilding.

For the demolition sector, the package underscores a critical shift: demolition is no longer just about removal, but about enabling urban transformation, highlighted in the EDA’s recent Guide on Urban Regeneration and the Demolition Footprint. Demolition is a vital first step in repurposing outdated, energy-inefficient buildings.
