EU Services Directive in the construction sector

The Single Market Observatory (SMO) in cooperation with the Labour Market Observatory (LMO) carried out a pilot study in a number of Member States of the European Union (Belgium, France, Germany, Poland, Portugal and Romania).

After launching the finding of the pilot study on the workings of the Services Directive in the construction sector on April, the European Economic and Social Committee (EESC) set up a delegation of 9 of its members representing civil society organizations to interview relevant actors in the Member States under scrutiny.

The EESC is looking forward to give a realisitic picture of the state of affairs and on the instruments necessary to resolutely remedy shortcomings.

During the exchange of views with the national interlocutors and with Brussels-based European social partners, institutions and think tanks a set of recommendations were formulated.

 

Report on “The Workings of the Services Directive in the Construction Sector”

In 1994, the EESC created the Single Market Observatory (SMO) with the support of the European Parliament, the Council and the European Commission in order to provide a flexible and horizontal organization.

SMO’s main role is to analyse how the Single Market operates, indentify problems and obstacles and propose solutions from the civil society perspective.

This reports brings together a list of the 10 key highlights based on the contributions submitted by the relevant civil society organizations.

Also, the reports lists problems and shortcomings and its possible solutions on diverse aspects such as administration, cooperation, labour market, legislative aspects, misuse and practical aspects.

The SMO organised a public hearing on 3 April 2014 to present the findings of the pilot study.
