Upcoming EU Industrial Accelerator Act raises concerns in the construction sector
20/10/2025

On 25 November, the European Commission is expected to adopt the Industrial Accelerator Act, a legislative proposal aimed at creating lead markets for low-carbon industrial products such as “green” steel and cement.
While the initiative seeks to accelerate industrial decarbonisation, the construction sector has expressed significant concerns in this regard.
As the largest consumer of steel in Europe, the construction industry mainly uses secondary steel, which already offers strong advantages in terms of circularity and carbon reduction. However, the proposed “green” steel label appears to disadvantage secondary producers and could restrict access to certified materials for contractors.
Industry representatives, including the European Construction Industry Federation, FIEC, warn that simplified labelling schemes may conflict with other existing frameworks.
This is such a very important matter for the demolition industry and for the EDA members because it may influence the demand for recyclable and secondary materials.
