Establishing a demolition management committee is crucial in the development of a demoli- tion plan, bringing together a multidisciplinary team that involves all relevant stakeholders to ensure aligned direction and management support at all levels. Some of the main stakeholders that should be taken into account are:

  • Project manager that identifies, understands, and manages the whole process
  • Engineers (civil and structural)
  • Designers of the industrial facility
  • Explosive engineers
  • Safety Director
  • Legal Counsel
  • Facility Director
  • Property owner
  • Contractor
  • Auditor team
  • Foreman
  • Waste manager

Project management encompasses the entire deactivation process, including planning, design, execution, and end-use activities. The purpose of deactivation project management is to estab- lish management intentions and a set of objectives that results in a largely passive facility that can be maintained and monitored at minimal risk and cost. Among the main tasks to be fulfilled by the demolition committee, the following can be highlighted:

  • Evaluation and audit process
  • Risk and Safety management
  • Prepare planning and Checklists
  • Documentation and Reporting

It is very important to involve all key personnel that are involved in the active management and maintenance of the facility: Foremen, supervisors, and even former operators offer invaluable experience and facility history to the team, as well as a wealth of experience and an in-depth knowledge of the operation.

Designers must also provide the project manager a written safety report that specifies the hazards related to the design and the structure in the planning stage of the demolition work. Officers, such as company directors, have a duty to exercise due diligence to ensure that the business or undertaking complies with the local regulations.
